With other manufacturers, The phenelic glue stays permanently in the pad compound and only becomes solid at the very surface. At high temperatures you can often smell the glue burning on such pads when you ride behind someone.
So to answer your question.
Yes you must bed your pads in before you using the brakes properly. Otherwise the pads won't have the correct friction on the disc and, because the material is still unstable, will not last more than a short time.

To extend lifetime of your pads it is important to follow below;
- use minimum rotors of 180mm / if weight of rider including bike is over 90kg please use rotors of 203mm
- 30 - 40% braking on the front wheel
- 60 - 70% braking on the rear wheel
- new rotors with not that many cut outs give longer lifetime to your pads
You can also use sinter metallic pads, they have longer lifetime than organic pads but are sometimes noisy and create more heat to the brake system.
